Dutch children could have three or more parents | McBlog

Dutch kids may soon be able to have three or more mothers or fathers after the government said it was seeking to enshrine parenting rights for the Netherlands? 25,000 children in gay families.

?The justice ministry is going to investigate and see what the possibilities are for recognising three parents or more per family,? ministry spokesman Wiebe Alkema told AFP on Wednesday.

The left-wing Green party, but also the Liberal VVD and the Labour PvdA parties that won last month?s parliamentary election, requested the report with a view to amending a lesbian parenting bill currently before parliament.

The Netherlands was the first country to legalise gay marriage in 2001 and when a gay or lesbian couple has a child, another parent is by biological necessity involved.

But, said Green MP Liesbeth van Tongeren, it is also essential to recognise the rights of non-biological parents, including step-parents.

?Currently parenthood in the eyes of the law is almost always the consequence of biological parenthood,? her party said in a statement, stressing that ?this does not represent the diversity of families in the Netherlands.?

?Often enough, the father of a child with lesbian parents also plays a role in the life of the child,? she said.

CSU East Bay students had their sneakers tied tight in anticipation for the opening of intramural sports Monday night, as it opened under new management and with new goals for this year.

The Recreation and Wellness Center will host five sporting leagues in hopes of promoting student activity, friendly competition and skills development for CSUEB students.

Co-ed volleyball and basketball will be offered, as well as competitive leagues for both sports.

Newly appointed sports and activities coordinator, Corey Gazay, said he expects to unfold a memorable year of intramural sports.

?I definitely have high expectations,? said Gazay. ?I want to build excitement on campus and have intramural sports [be] the thing to do on weekdays.?

Gazay, a former graduate assistant for Competitive Sports at the University of Florida hasn?t wasted a moment since being hired.

Gazay has already implemented new ?3 vs. 3? leagues for both basketball and volleyball, with volleyball being the only one available for the fall quarter.

?The new 3 vs. 3 leagues cater to students who do not have anything going on in the afternoon,? Gazay explains. ?It allows students who have a long day of classes to break up hours of studying and play the sport they love.?

Gazay is focused on promoting a simple sign-up-and-register process for students who are eager to participate.

?The only thing a student needs to do is have a membership to the RAW and post a five dollar team fee to play,? Gazay said. ?If the student does not sign up the first week of the quarter, it is never too late for them to contact me to be placed on a team.?

Gazay?s focus on a simple registration process for intramural sports accommodates students like Omarr Mclean, a junior kinesiology major who said he can?t wait to get back on the hardwood and play basketball with his team ?Cash Money.?

?Basketball for intramurals gives us students something to look forward to while on campus,? says McLean.

McLean, a second year participant of intramural basketball, commends the Recreation and Wellness Center for providing leagues available for students.

?Intramural basketball has taught me how to have an appreciation for the sports we have offered to us on campus,? he explained.

From one court to the next, Rachel Alvarez, a kinesiology major, retreats to the volleyball court for some peace and relinquishment from the everyday stresses of classes.

?It helps me stay relaxed and get somewhat of a work out in regardless of the sport,? says Alvarez. ?Mentally, it allows students to get a break from schoolwork.?

Alvarez credits the league for bringing students together for friendly competition, giving them an opportunity that would not be afforded anywhere else.

?I am looking forward to the competitive aspect of volleyball,? says Alvarez. ?But playing with my friends on the same team takes off that competitive edge and makes it more fun.?

The volleyball leagues offered have brought in a crowd very pleased and Associated Students Inc. (ASI) President Jerry Chang is even participating with some of his fellow ASI delegates.

The experiences of Mclean and Alvarez complement Gazay?s vision and commitment to providing a memorable sporting experience for all students. This speaks to the future direction of intramural sports and its goal of keeping students seeking more competitions.

?After students play, I want them to ask me ?Whens the next game??? explains Gazay. ?Once people come to the games and see what it?s about, we have them hooked.?

MLI Senior Fellow Linda Nazareth in The Globe and Mail: Canada lucky to have options if economy slows

October 19, 2012 ? In yesterday?s Globe and Mail, MLI Senior Fellow Linda Nazareth discusses the policy options Canada still has in?its toolbox should the?economy slow. Full column below:

It is time to talk about the next global recession. No, it is not a certainty, and in fact it probably isn?t going to be a global recession anyway. What it?s likely to be is a sort of checkered recession: some countries are going to be hit hard, and some are going to be hit just a little

The last time around, in 2008, we had what seem in hindsight to have been a luxurious selection of policy tools to throw at the problem. Government spending, interest-rate cuts, non-traditional policy initiatives ? all were available, and all were used.

Flash forward four years and the options are severely limited. Government spending? Not if you are on the (ever-longer) list of countries risking a ratings cut. Interest rate cuts? Not if your benchmark rate is already zero (hello U.S., U.K.). On the plus side, most of the developing countries do have a little give in their monetary policy, and in the coming weeks we may find that many are willing to risk inflation in order to put in some stimulus. India, in particular, is on that list. Commodity-dependent Australia has started to cut rates too.

In the U.S., the Federal Reserve is still dealing with the effects of the 2008 crisis, with its one-two-three rounds of quantitative easing. Interest rate cuts are out of the question: the benchmark interest rate is already effectively zero. As for fiscal stimulus ? well, avoiding the fiscal cliff is ambitious enough right now.

And now let?s look at the Bank of Canada. Canada was doing so well pre-global crisis that the Bank actually tightened policy a bit through 2007, which had left the target for the overnight rate at 4 per cent. It started to cut rates in early 2008, then cut them more rapidly as the crisis deepened. By March, 2009, the benchmark rate was 0.5 per cent, although it was raised to 1 per cent in 2010. It has been at that level ever since.

You could certainly argue that the ?real? (inflation adjusted) interest rate in Canada is already basically zero (the inflation rate in Canada was 1.2 per cent as of August) but that does not mean that it cannot go into negative territory. Unlike others, the Bank of Canada still has scope to cut rates, if and when they need to do so. That?s long before getting into any quantitative easing on this side of the border. And let?s remember that Canadian government finances are stable enough that fiscal stimulus is a possibility too ? rather than a pipe dream in so many other parts of the world.

Is that going to be enough to save Canada if things slow down around the world? Of course not: if things get bad enough elsewhere, we are going to be vulnerable to a recession here too, particularly if we get a deep slide in commodity prices. There may be an argument too, that the Bank of Canada is waiting too long and should have stopped worrying about the consumer credit frenzy and just started cutting rates months ago.

There is no agreement on what the world should do about the impending storm. The IMF and World Bank could not come to an easy solution at their recent meetings, and the markets are torn on what the right moves are too.

But if there any comfort for Canada, it is that whatever happens there are a couple of possible buffers to the possible ? a downturn is still a scenario, not a certainty ? turmoil in the rest of the world. The first will likely come through a slide in the Canadian dollar which will cushion trade a bit. The next will come through whatever the fiscal and monetary policy makers decide.

It?s nice to have options.

Non-profit coming to Charlotte to aid women business owners ...

At Three Little Birds stationary shop in Charlotte the chirping of the printing press machine is melodically crafting notes.

"The neighborhood where we are located in south end has been really supportive of us and they really helped to keep us in business, " said the stationary shop owner Kristen Stewart.

Five years ago when Stewart started her business these shelves weren't stocked with orders and this machine was not singing at all.

"It's been a rocky road," said Stewart.

"We started right when the economy tanked."

The self starter was new to the business world and says there weren't many resources available to help women.

"Just meeting other women who have been successful in business, learning how they were able to balance work and life, funding sources, and creative ways to market your business," said Stewart.?

Today, there are many more opportunities and support systems to give women a leg up.

For example, Count Me In For Women's Economic Independence, an organization which provides women help with growing their business.

"They got their nose on the grindstone doing their business everyday and they don't necessarily look at their financial and they don't really have a road map for growth," said Neil Merlino, Founder and President of Count Me In for Women's Independence.

And not fall short of their male counterparts.

"We spend a lot of time talking about how to have a bigger vision for your business so that you can in fact?start to attract the kind of people that you need both as customers and investors and as employees or contractors," said Merlino.

With mentoring services geared towards women,?Stewart hopes to keep Three Little Birds nestled in profits.?

ABI Research Suggest One-Fifth Of Customers Ready For Online ...

American technology market research firm ABI Research have claimed in a new study that around 20% of consumers in America are of the belief that online video can?serve as?a replacement for their pay-TV networks.

The authors of the report (compiled under the ?Technology Barometer Research Service?)?suggest that the news could be seen as a ?significant risk? to the stature of traditional TV business operations, an industry?reported to have a value of $16.8b in the USA.

ABI?have recognised that on current market trends, the number of??pay-TV households??(covering ?traditional cable, satellite and telco TV? services) will be on the?decline?at an average annual?rate of 0.5% through to 2017.

In the wake of these developments, ABI naturally believe that many of these lost?subscription TV customers will turn to??over-the-top??(OTT) platforms and?online subscription packages (in particular movie streaming sites such as Netflix). It is believed that currently, the opportunity for consumers to get the best of both markets is currently strong, with an estimated 30% of online consumers with?subscription TV having in-place?a ?foundation? for OTT platforms.

The Lions game wasn?t over when it was over Monday night. After the Lions 13-7 loss to the Bears, there was some action on Twitter.

His first tweet:

That was followed an hour later by this:

?A Suh. Something I've learned and now passing down to you. Succeed with character?

Suh was not whistled for a roughing the passer penalty for the sack. Cutler?s right shoulder was ground into the turf. He went down in pain, the trainers came out and he went off the field.

?He took just one play off and was back. It was reported that he had bruised ribs.

?It?s possible the NFL could disagree with the on-field officials and slap Suh with a fine.

Urbaser and Balfour Beatty (UBB) has been selected by Gloucestershire County Council?s Cabinet as its preferred bidder to design, build and operate a state-of-the-art Energy from Waste (EfW) facility at Javelin Park, Haresfield near to junction 12 of the M5 motorway in Gloucestershire.

The proposed facility will treat up to 190,000 tonnes of Gloucestershire?s waste annually, diverting over 92% of Gloucestershire?s residual municipal waste from landfill, preventing the equivalent annual greenhouse gas emissions of nearly one million cars and generating 14.5 megawatts of electricity.

UBB?s presentation from its project team (Urbaser, Axis, Fichtner, Ramboll and Sauce Consultancy) will cover a range of subjects on the project including context, design, technology and public involvement.

Vision, Aging, and Public Health ? Families & Consumers

Dr. Linda Benjamin Bobroff, Ph.D., RD, LD/N? of the University of Florida Dept. of Family, Youth & Community Sciences reminds us about an important publication, The State of Vision, Aging, and Public Health in America put out by the CDC.? Dr. Bobroff informs us

picture of face cropped to only show eyesThis CDC publication provides information about vision impairment and loss among the nation?s elderly population, including data from the 2006-08 Behavioral Risk Factor Surveillance System. Persons with moderate or extreme vision loss were more like to self-report their health status as poor and less likely to report their health status as excellent. The major eye diseases addressed are cataracts, glaucoma, age-related macular degeneration, and diabetic retinopathy. Access to eye care and barriers to seeking eye care also are discussed. While the CEC publication does have statistics targeted at researchers it can be an interesting read for the general public.? The publication will provide a short description of common eye diseases and some statics about those most commonly affected.? By being informed about these diseases and about the groups most commonly affected you could be the encouragement your love one needs to seek help.? According to the publication,

?Among adults who reported moderate or extreme vision loss, nearly ? said that cost or insurance concerns prevented them from seeking eye care.? Medicare pays for glaucoma screening, cataract removal, and treatment of macular degeneration in some cases.? It does not pay for routine eye examinations or glasses.?

Knowing even this is important because you or your loved one can talk to your primary care physicians about your eye health and being referred to a specialist for a visit that could be potentially covered. ?Vision loss is a serious public health concern affecting more than 2.9 million individuals in the United States,? you or your loved one is not alone and seeking more information could be the first step in the right direction.

Grantophone (for iPhone and iPad)


Grantophone (for iPhone and iPad) is a virtual musical instrument for which there is no real-world equivalent; the piano is the closest analogue. It stacks multiple keyboards?each an octave wide?to make use of your device's entire screen area, and lets you control volume and vibrato by finger placement and tilt. Though Grantophone lacks many features of more powerful music-creation apps?most notably the ability to record?it provides a simple interface and a distinctive, sometimes eerie, often futuristic sound. It's a joy to play and experiment with.

Anatomy of a Cyber-Instrument
Although sized for the iPhone, Grantophone?which takes its name from its creator, Grant Kot, a cellist, Juilliard graduate, and programmer?is compatible with the iPad, where it works well when expanded to 2x size. The Grantophone?s keyboard layout is logical yet non-standard: a grid composed of four octaves (13 notes across, C to C, labeled) stacked on top of each other, filling the screen. Unlike the staggered layout of a piano, all the keys are in a straight line and the same size, though the sharps and flats are shaded black while the naturals are gray.

There are no physical controls to Grantophone other than the ability to switch between 10 labeled modes?Normal, Trill, Pulse, Resonant, Ambient, Laser, Drop, Rise, Arp[eggio], and Arp Solo?by touching a bar at the top of the screen. You can add (and control the degree of) vibrato by adding tilt to device, and alter the volume by touching different parts of a key. (A key is loudest when touched in the middle, and you can create crescendos and diminuendos by dragging a finger up or down the key.) The app displays waveforms of the notes you play.

?As for the 10 modes, Normal mode generates a piano-like sound. When vibrato is added to Trill, it sounds very much like a (landline) phone ringing. Pulse emits a rapid series of tones if you hold a key down. Resonant sounds very similar to Normal. Ambient increases in volume as you hold a key down. Laser adds a sound reminiscent of a phaser firing to a note. Drop rapidly lowers the pitch when you release a note, while Rise just as quickly raises it. The two Arpeggio modes cycle quickly between notes when you play a chord.

Grantophone's biggest shortcoming is its inability to record what you're playing. If you want to do that, you'll have to record on another device. (I tried launching an audio memo app and starting to record, closing it and opening Grantophone, but the audio app closed as soon as I opened Grantophone.

Testing Grantophone
My testing of Grantophone, using an iPhone 5 and iPad 2, consisted of coaxing out tunes (and trying them in different modes) as well as improvising. Having some experience (albeit limited) with a piano was helpful in learning and playing Grantophone, but it's not essential. The keyboard design, as well as the fine control of volume and vibrato, can make for some interesting cross-octave special effects. For the most part, Grantophone is easier to play on an iPad, but it's still quite playable on the iPhone (with the exception of two-handed playing), despite the tiny keys.

As for my own interest in music, I could best be described today as a noodler. We had a piano in my childhood home on which I learned some songs, but I never took lessons. I did take guitar lessons in college, though today my guitar sits idle in my closet, sometimes for months at a time. But I'd like to be able to create and record music, to accompany YouTube videos and the like.

The Music App Universe
I've been intrigued by music apps, and have acquired a number of them, which roughly (with a lot of overlap) fit into three categories: synthesizers, recording studios, and instruments. Missing barista's remains found, neighbor arrested

GRESHAM, Ore. ? Authorities say they have recovered the body of 21-year-old Whitney Heichel, the Starbucks barista from Oregon who went missing earlier this week, and have arrested an acquaintance in her death.

Police arrested 24-year-old Jonathan Holt of Gresham on Friday after several interviews, KGW-TV in Portland reported. Holt was a neighbor and lived in Heichel?s apartment complex. Police did not specify a motive in the woman?s death.

Heichel was last seen by her husband in their apartment Tuesday morning when she left for her work at a Starbucks, located about five minutes away from her home, police said.

Microsoft's Surface for Windows RT appears to be flying off the virtual shelves, however it appears some of the customers who've pre-ordered will be waiting about a week longer than they thought. It's been reported that Microsoft is building up to five million of the devices for launch this fall, hopefully they can all find their way to good homes sooner rather than later.

(AP) ? The CIA station chief in Libya reported to Washington within 24 hours of last month's deadly attack on the U.S. Consulate that there was evidence it was carried out by militants, not a spontaneous mob upset about an American-made video ridiculing Islam's Prophet Muhammad, U.S. officials have told The Associated Press.

It is unclear who, if anyone, saw the cable outside the CIA at that point and how high up in the agency the information went. The Obama administration maintained publicly for a week that the attack on the diplomatic mission in Benghazi that killed U.S. Ambassador Chris Stevens and three other Americans was a result of the mobs that staged less-deadly protests across the Muslim world around the 11th anniversary of the 9/11 terror attacks on the U.S.

Those statements have become highly charged political fodder as the presidential election approaches. A Republican-led House committee questioned State Department officials for hours about what GOP lawmakers said was lax security at the consulate, given the growth of extremist Islamic militants in North Africa.

And in their debate on Tuesday, President Barack Obama and Republican challenger Mitt Romney argued over when Obama first said it was a terror attack. In his Rose Garden address the morning after the killings, Obama said, "No acts of terror will ever shake the resolve of this great nation, alter that character or eclipse the light of the values that we stand for."

But Republicans say he was speaking generally and didn't specifically call the Benghazi attack a terror attack until weeks later, with the president and other key members of his administration referring at first to the anti-Muslim movie circulating on the Internet as a precipitating event.

Now congressional intelligence committees are demanding documents to show what the spy agencies knew and when, before, during and after the attacks.

The White House now says the attack probably was carried out by an al Qaida-linked group, with no public demonstration beforehand. Secretary of State Hillary Rodham Clinton blamed the "fog of war" for the early conflicting accounts.

The officials who told the AP about the CIA cable spoke anonymously because they were not authorized to release such information publicly.

Congressional aides say they expect to get the documents by the end of this week to build a timeline of what the intelligence community knew and compare that to what the White House was telling the public about the attack. That could give Romney ammunition to use in his foreign policy debate with Obama on Monday night.

The two U.S. officials said the CIA station chief in Libya compiled intelligence reports from eyewitnesses within 24 hours of the assault on the consulate that indicated militants launched the violence, using the pretext of demonstrations against U.S. facilities in Egypt against the film to cover their intent. The report from the station chief was written late Wednesday, Sept. 12, and reached intelligence agencies in Washington the next day, intelligence officials said.

Yet, on Saturday of that week, briefing points sent by the CIA to Congress said "demonstrations in Benghazi were spontaneously inspired by the protests at the U.S. Embassy in Cairo and evolved into a direct assault."

The briefing points, obtained by the AP, added: "There are indications that extremists participated in the violent demonstrations" but did not mention eyewitness accounts that blamed militants alone.

Such raw intelligence reports by the CIA on the ground would normally be sent first to analysts at the headquarters in Langley, Va., for vetting and comparing against other intelligence derived from eavesdropping drones and satellite images. Only then would such intelligence generally be shared with the White House and later, Congress, a process that can take hours, or days if the intelligence is coming from only one or two sources who may or may not be trusted.

U.S. intelligence officials say in this case the delay was due in part to the time it took to analyze various conflicting accounts. One official, speaking on condition of anonymity because he wasn't authorized to discuss the incident publicly, explained that "it was clear a group of people gathered that evening" in Benghazi, but that the early question was "whether extremists took over a crowd or they were the crowd," and it took until the following week to figure that out.

But that explanation has been met with concern in Congress, from both political parties.

"I think what happened was the director of intelligence, who is a very good individual, put out some speaking points on the initial intelligence assessment," said Senate intelligence committee chair Dianne Feinstein, D-Calif., in an interview with local news channel CBS 5 in California this week. "I think that was possibly a mistake."

"The early sense from the intelligence community differs from what we are hearing now," Rep. Adam Schiff, D-Calif., said. "It ended up being pretty far afield, so we want to figure out why ... though we don't want to deter the intelligence community from sharing their best first impressions" after such events in the future.

"The intelligence briefings we got a week to 10 days after were consistent with what the administration was saying," said Rep. William Thornberry, R-Texas, a member of the House Intelligence and Armed Services committees. Thornberry would not confirm the existence of the early CIA report but voiced skepticism over how sure intelligence officials, including CIA Director David Petraeus, seemed of their original account when they briefed lawmakers on Capitol Hill.

"How could they be so certain immediately after such events, I just don't know," he said. "That raises suspicions that there was political motivation."

National Security Council spokesman Tommy Vietor declined comment. The Office of the Director of National Intelligence did not respond to requests for comment.

Two officials who witnessed Petraeus' closed-door testimony to lawmakers in the week after the attack said that during questioning he acknowledged that there were some intelligence analysts who disagreed with the conclusion that a mob angry over the video had initiated the violence. But those officials said Petraeus did not mention the CIA's early eyewitness reports. He did warn legislators that the account could change as more intelligence was uncovered, they said, speaking on condition of anonymity because the hearing was closed.

Beyond the question of what was known immediately after the attack, it's also proving difficult to pinpoint those who set the fire that apparently killed Stevens and his communications aide or launched the mortars that killed two ex-Navy SEALs who were working as contract security guards at a fallback location. That delay is prompting lawmakers to question whether the intelligence community has the resources it needs to investigate this attack in particular or to wage the larger fight against al-Qaida in Libya or across Africa.

Intelligence officials say the leading suspected culprit is a local Benghazi militia, Ansar al-Shariah. The group denies responsibility for the attack but is known to have ties to a leading African terror group, al-Qaida in the Islamic Maghreb. Some of its leaders and fighters were spotted by Libyan locals at the consulate during the violence, and intelligence intercepts show the militants were in contact with AQIM militants before and after the attack, one U.S. intelligence official said.

But U.S. intelligence has not been able to match those reported sightings with the faces of attackers caught on security camera recordings during the attack, since many U.S. intelligence agents were pulled out of Benghazi in the aftermath of the violence, the two U.S. intelligence officials said.

Nor have they found proof to back up their suspicion that the attack was preplanned, as indicated by the military-style tactics the attackers used, setting up a perimeter of roadblocks around the consulate and the backup compounds, then attacking the main entrance to distract, while sending a larger force to assault the rear.

Clear-cut answers may prove elusive because such an attack is not hard to bring about relatively swiftly with little preplanning or coordination in a post-revolutionary country awash with weapons, where the government is so new it still relies on armed militants to keep the peace. Plus, the location of U.S. diplomat enclaves is an open secret for the locals.

Investors who can ill-afford the losses are being drawn into ?unsuitable? investments backed by loans, and regulators should make a co-ordinated effort to curtail the practice, advocacy group FAIR Canada urged Thursday.

?Leverage is a problem that needs to be addressed urgently,? the investor rights group said in a statement, pointing to an increasing number of cases coming to light where ?inappropriate? leveraging strategies have been recommended by investment firms or advisers.

FAIR said consumers are not being provided with sufficient information to properly understand the risks or the debt servicing obligations that go along with using leverage.

In addition, there have been two recent class actions which involve the recommending of leverage to consumers.

?There is simply no reasonable basis for an advisor to conclude that a highly leveraged sale of investment products is suitable for any but the most sophisticated investor with a high tolerance for risk,? FAIR said. ?In these times of low interest rates and potential volatility, the use of leverage, particularly for the purchase of high-fee products is simply a meritless strategy that will result in significant financial losses to the majority of consumers.?

The Investment Industry Regulatory Organization of Canada is in the process of reviewing its rules regarding borrowing for investment purposes. In July, IIROC issued draft rules that would step up requirements for investment dealers, forcing them to ensure proper monitoring and supervision of accounts even when the borrowing comes from a third party. Industry players were given until this month to respond.

FAIR Canada supports the proposals but says regulators must do more. The advocacy group calls on Canadian securities regulators including provincial commissions and self-regulatory organizations such as IIROC to implement a harmonized approach to protecting investors.

Beyond ensuring that there is adequate and proper analysis behind any suggestion that the leveraged purchase of high-fee investment products such as mutual funds or structured financial products is suitable, the investor advocacy group recommends that regulators review firms and advisers to determine the extent of leveraged investing.

Specifically, FAIR believes regulators should be aware of any ?contractual arrangements? between dealers, third-party financial firms that may be supplying some of the loans to investors and advisers. They should also look at marketing and advertising materials that encourage investors to borrow to invest to ensure they are ?fair, balanced and fully disclose the risks.?

Finally, FAIR calls on regulators to assess the degree of compliance by dealer member firms and advisors with their existing supervisory obligations.

But Canada?s investment dealers have pushed back on IIROC?s plans through their national association. The Investment Industry Association of Canada says parts of the regulator?s proposal are ?extremely prescriptive? while others, as IIROC itself acknowledges, ?can be very difficult to detect and/or supervise.?

Complying with the proposal to track all loans connected with investments would be costly, and ?flagging and capturing any non-margin leveraged arrangements will nonetheless be difficult,? a written submission from the investment dealers? association said. For example, it is unclear how an RRSP loan or a client using a personal line of credit could be ?captured? by the proposed regime.
