(AP) ? Mitt Romney told Jewish donors Monday that their culture is part of what has allowed them to be more economically successful than the Palestinians, outraging Palestinian leaders who suggested his comments were racist and out of touch with the realities of the Middle East. Romney's campaign later said his remarks were mischaracterized.

"As you come here and you see the GDP per capita, for instance, in Israel which is about $21,000, and compare that with the GDP per capita just across the areas managed by the Palestinian Authority, which is more like $10,000 per capita, you notice such a dramatically stark difference in economic vitality," the Republican presidential candidate told about 40 wealthy donors who ate breakfast at the luxurious King David Hotel.

Romney said some economic histories have theorized that "culture makes all the difference."

"And as I come here and I look out over this city and consider the accomplishments of the people of this nation, I recognize the power of at least culture and a few other things," Romney said, citing an innovative business climate, the Jewish history of thriving in difficult circumstances and the "hand of providence." He said similar disparity exists between neighboring countries, like Mexico and the United States.

Palestinian reaction was swift and pointed.

"It is a racist statement and this man doesn't realize that the Palestinian economy cannot reach its potential because there is an Israeli occupation," said Saeb Erekat, a senior aide to Palestinian President Mahmoud Abbas.

"It seems to me this man lacks information, knowledge, vision and understanding of this region and its people," Erekat added. "He also lacks knowledge about the Israelis themselves. I have not heard any Israeli official speak about cultural superiority."

As criticism mounted while Romney traveled to Poland, campaign spokeswoman Andrea Saul said: "His comments were grossly mischaracterized." The campaign contends Romney's comparison of countries that are close to each other and have wide income disparities ? the U.S. and Mexico, Chile and Ecuador ? shows his comments were broader than just the comparison between Israel and Palestine.

At the White House, spokesman Josh Earnest said Romney's comments appeared to have left some people "scratching their heads a little bit."

"One of the challenges of being an actor on the international stage, particularly when you're traveling to such a sensitive part of the world, is that your comments are very closely scrutinized for meaning, for nuance, for motivation," he said.

Earnest sidestepped questions about whether Obama agreed with Romney's comments about culture, saying only that Obama believed economic issues are among the wide range of matters that would need to be addressed by the Israelis and Palestinians during peace talks.

While speaking to U.S. audiences, Romney often highlights culture as a key to economic success and emphasizes the power of the American entrepreneurial spirit compared to the values of other countries. But his decision to highlight cultural differences in a region where such differences have helped fuel violence for generations raises new questions about the former businessman's diplomacy skills.

As he has at home, Romney in Jerusalem cited a book titled, "Guns, Germs and Steel," that suggests the physical characteristics of the land account for the differences in the success of the people that live there.

"And you look at Israel and you say you have a hard time suggesting that all of the natural resources on the land could account for all the accomplishment of the people here," Romney said, before citing another book, "The Wealth and Poverty of Nations," by former Harvard professor David Landes.

This book, Romney said in Jerusalem, concludes that "if you could learn anything from the economic history of the world it's this: Culture makes all the difference. Culture makes all the difference."

The economic disparity between the Israelis and the Palestinians is actually much greater than Romney stated. Israel had a per capita gross domestic product of about $31,000 in 2011, while the West Bank and Gaza had a per capita GDP of just over $1,500, according to the World Bank.

Romney, seated next to billionaire casino owner Sheldon Adelson at the head of the table, told donors that he had read books and relied on his own business experience to understand why the difference in economic disparity between countries is so great.

His comparison of the two economies did not take into account the stifling effect the Israeli occupation has had on the Palestinian economy in the West Bank, Gaza Strip and east Jerusalem ? areas Israel captured in 1967 where the Palestinians hope to establish a state.

In the West Bank, Palestinians have only limited self-rule. Israel controls all border crossings in and out of the territory, and continues to restrict Palestinian trade and movement. Israel annexed east Jerusalem in 1967, but has invested much less heavily there than in Jewish west Jerusalem.

And although Israel withdrew from the Gaza Strip in 2005, it continues to control access and has enforced a crippling border blockade since the Islamic militant Hamas seized the territory in 2007.

The World Bank and the International Monetary Fund have said the Palestinian economy can only grow if Israel lifts those restrictions.

"It's Israeli occupiers and Palestinians under occupation, and that's why Palestinians cannot realize their potential," Erekat said.

The breakfast with top donors ? including New York Jets owner Woody Johnson and hedge fund manager Paul Singer ? concluded Romney's visit to Israel, the second leg of a three-nation tour designed to bolster his foreign policy credentials.

Standing on Israeli soil for the first time as the GOP's presumptive presidential nominee, Romney on Sunday declared Jerusalem to be the Israeli capital and said the U.S. has promised never to "look away from our passion and commitment to Israel."

The status of Jerusalem is a critical issue in peace talks between the Israelis and the Palestinians.

In Israel, Romney did not meet with Abbas or visit the West Bank. He met briefly with Palestinian Prime Minister Salam Fayyad.

Romney's campaign says the trip, which began in England last week, is aimed at improving the former Massachusetts governor's foreign policy experience through a series of meetings with foreign leaders. The candidate has largely avoided direct criticism of U.S. President Barack Obama while abroad.

The Jerusalem fundraiser, however, was a political event that raised more than $1 million for Romney's campaign. It marks at least the second fundraiser during the tour. The first, in London, attracted about 250 people to a $2,500-per-person fundraiser.

Both candidates have aggressively courted American donors living abroad, a legal practice that has been used for decades.

Romney's declaration that Jerusalem is Israel's capital was in keeping with claims made by Israeli governments for decades, even though the United States, like other nations, maintains its embassy in Tel Aviv.

His remarks on the subject drew a standing ovation from the audience, which included Adelson, the American businessman who has promised to donate more than $100 million to help defeat Obama.

Romney flew to the Middle East from Britain, where he caused a stir by questioning whether officials there were fully prepared for the Olympic Games. A stop in Poland will complete his trip.

Four years ago, Obama visited Israel as a presidential candidate, part of a five-nation trip meant to establish his own foreign policy credentials.

Romney's stop in Israel also was designed to appeal to evangelical voters at home and cut into Obama's support among Jewish voters and donors. A Gallup survey of Jewish voters released Friday showed Obama with a 68-25 edge over Romney.

Romney and other Republicans have said Obama is insufficiently supportive of Israel.

The Court will run the child support guidelines and then supplement the obligation in this scenario. The extent of the supplement varies case by case, but it involves an analysis of the lifestyles of the parties and the children involved. The Court does not expect a child accustomed to a privileged lifestyle to be limited to a modest lifestyle, when there are funds available to maintain the former lifestyle.

Conversely, there are circumstances in which parties have extremely low income, and therefore the child support guidelines are not simply applied under these circumstances. What constitutes an ?extreme? low income case? Under the Court Rules for 2012, if an obligor (party with the responsibility of paying support) has net income which is less than 105%, of the U.S. poverty guidelines, after deducting the child support from his or her gross income, such a scenario is considered a low income matter. In this circumstance, the Court will review the obligor?s expenses and income to determine a child support obligation that will not deprive a party of his or her right to subsist at a minimum level.

In either situation, it is imperative to prepare a complete and accurate Case Information Statement, which is the document used by the Court to determine the lifestyles of the parties and the children. While filling out a Case Information Statement can be daunting, it may just be the single most important document a party completes in family law matters. Palestinians were enraged by Republican presidential candidate Mitt Romney's comments in Israel on Monday suggesting that the state's economic success was due to its culture.

Palestinian leaders said the comments were racist and out of touch with reality, according to the Associated Press. The Romney campaign said his remarks were mischaracterized.

Romney also sparked anger when he called Jerusalem "the capital of Israel" on Sunday, ignoring the Palestinian claim and the world's opinion, according to Reuters. Erekat said, "What this man is doing here is just promoting extremism, violence and hatred, and this is absolutely unacceptable," according to Reuters.

Palestine Liberation Organization (PLO) secretary-general Yasser Abed Rabbo said, "American policy makers must abandon hypocrisy and stop attempting to gain votes at the expense of the Palestinian people's rights," according to Reuters.

Romney met with Palestinian Prime Minister Salam Fayyad on Sunday but did not meet with President Mahmoud Abbas during his trip. MSNBC noted that not once in Romney's speech on Sunday did he mention the words "peace process" or "Palestine."

How Do You Spend $375 Million A Day? Ask The Oil Industry

The average U.S. household has seen both their net worth and their average income steadily decline over the last seven years. Unemployment in the United States still remains at uncomfortably high levels, and the poverty rate is about to reach highs that haven?t been seen since the 1960?s. But as average citizens are struggling to provide food for their families and gainful employment, there are a special few in the U.S.A. who have more cash than they know what to do with. Those special few would be the oil industry.

While most of us in the U.S. were cringing every time that ticker on the gas pump climbed higher and higher, executives at the top five oil companies were squealing with delight as their profits climbed even faster and higher than the prices at the pump.

This week, oil companies are sheepishly coming forward with their 2nd quarter earnings statements, likely praying that Americans forget about the fact that gas prices were recently at near-historic highs in areas of the country. From Climate Progress:

The top two corporations on the Fortune 500 Global ranking, Royal Dutch Shell and ExxonMobil, announced their 2012 second-quarter earnings today, bringing the total profits for three Big Oil companies to $44 billion for 2012 or $250,000 every day this year. Exxon profited by $16 billion this quarter, bringing its earnings for 2012 to $25 billion.

The New York Times wrote that Exxon and Shell?s earnings ?disappoint,? because energy prices unexpectedly dropped for consumers this summer. Put their profits in the appropriate context, however, and Exxon and Shell still made a combined $160,000 per minute last quarter, even though the top five oil companies benefit from $2.4 billion federal tax breaks every year.

That certainly warrants repeating: Exxon and Shell made a combined $160,000 every minute for the last quarter, and still helped themselves to a piece of the $2.4 billion in federal tax breaks and subsidies that flow to the top five oil companies (the grand total for all members of the industry is estimated to be between $4 and $7 billion a year.)

At their current rate of pay by the minute, they are on track to beat their record from last year when the top five oil companies combined earned a total of $261,000 every minute, for a grand total of $375 million a day.

So the ultimate question is how do they spend all that money? The simplest answer is that they spend most of it in ways that only makes them wealthier. Again from Climate Progress:

ExxonMobil:

Exxon spent 42 percent ? or $10.7 billion ? of its 2012 profits buying back its stock, which enriches executives and largest shareholders.

Exxon has spent $17 million lobbying for the past 18 months, making it the top spender in the oil and gas industry. It has spent more than $52 million lobbying for the first three years of the Obama presidency, 50 percent more than in the Bush administration.

Exxon is sitting on $18 billion in cash reserves.

Exxon sent federal candidates $1.3 million in campaign contributions so far this campaign cycle, sending 91 percent to Republicans.

Exxon paid just 13 percent in federal taxes last year, lower than the average American family. Right after Mitt Romney, Senate Minority Leader Mitch McConnell (R-KY) is the top recipient of Exxon federal contributions.

Exxon CEO Rex Tillerson received $24.7 million total compensation.

Royal Dutch Shell:

Shell has spent nearly $22 million on lobbying for the past 18 months, making it the second-biggest spender of the oil and gas industry.

Shell bought back 15 percent of its second-quarter profits, or $900 million.

In its annual report, Shell noted that the number of oil spills increased from 195 in 2010 to 207 during 2011.

But Exxon and Shell aren?t the only companies to report massive paydays this week; ConocoPhillips is also apparently rolling in the dough. Here?s how they spent their $2.3 billion in 2nd quarter profits:

ConocoPhillips has already spent $1 million lobbying Congress this year. In 2011, ConocoPhillips spent over $20 million on lobbying Congress, making it the top spender of the oil and gas industry.

CLAUDIO MILANO Adython music review by zravkapt

4 stars Claudio Milano is an avant-garde vocalist and conceptualist who tries to bring together different arts such as music, visuals, stage, etc. He is one of the few artists today who is trying to do something new with his different projects (the NichelOdeon release from 2010 probably being his most well known work to date). He uses his voice as an instrument and recites the words (of his own or others) in a peculiar yet musical way.

On Adython, he collaborates with Belgian artist Erna Frassens who wrote the words here (sung in Italian) and came up with the overall concept. Stefano Ferrian plays tenor saxophone while Attila Faravelli and Alfonso Santimone use computers and electronics to come up with weird, constantly changing background sounds. Ultimately the effect is that of improvised avant-garde electronic music with improvised singing and saxophone playing.

Claudio is equally at home in avant-rock, avant-jazz or any other avant-whatever. His musical and in general artistic vision knows no boundaries. Adython is an album that would appeal to those who enjoy improvisational music. Although he is now listed here under 'prog electronic' this is the most electronic thing I have heard from him; some of his other music and projects can be closer to (avant) classical or (avant) jazz. I don't speak Italian but the way the vocals are used to recite the lyrics makes it seem that it doesn't matter what is being said to begin with; it's all in the delivery.

There are only two tracks on this album. To me the over 32 minute title track is the stronger of the two. Overall the whole album has a sound and feel of its own. I congratulate Claudio on this fine release and it is nice to know that there are still those artists who wish to push the envelope even if they know that not many will pay attention. This is music that is 'beyond prog' if you will, challenging and innovative yet may appeal to the more adventurous prog fan. I'll give this a 3.5 rounded up to 4 stars.

(AP) ? The leaders of Germany and France added their weight to the battle to preserve the European single currency when they issued a joint statement Friday promising to do everything they can to stop the 17-country bloc from breaking up.

The statement from Chancellor Angela Merkel and President Francois Hollande was brief and didn't spell out any specific course of action. But it offered a show of unity by the leaders of the eurozone's two biggest economies.

"Germany and France are deeply committed to the integrity of the eurozone," the two leaders said in their statement. "They are determined to do everything to protect the eurozone."

To achieve that, they added, eurozone members and European institutions "must comply with their obligations, each in their own area of competence."

The statement, made after a telephone conversation between the two leaders Friday, came a day after Mario Draghi, president of the European Central Bank, told business leaders in London that the ECB would do "whatever it takes" to preserve the euro and raised expectations that he could step in to lower the high borrowing costs that are crippling countries like Spain and Italy.

Concerns about the 17 countries that use the euro have intensified over the past few weeks as evidence builds that economies across the region face deepening recessions. Spain and Italy, in particular, are finding it increasingly expensive to raise money on the debt markets due to spiraling borrowing costs. Investors are losing confidence that the countries will be able to control their debt while they are in recession.

Fears have also resurfaced that bailed-out Greece might yet be forced out of the single currency if it fails to carry out reforms that were a condition of its financial rescue.

Merkel and Hollande underlined the need to "implement quickly" decisions made by a European Union summit last month.

Those decisions included allowing Europe's bailout fund ? once a new, independent bank supervisor is set up ? to give money directly to a country's banks, rather than via the government. Countries that pledge to implement reforms demanded by the European Union's executive Commission also would be able to tap rescue funds without having to go through the kind of tough austerity measures demanded of Greece, Portugal and Ireland.

Markets across Europe rose following the statement with the FTSE 100 up 0.7 per cent and Germany's DAX index up 1.1 percent. In Spain, the main IBEX stock index was up 2.7 per cent while the borrowing rate on its 10-year bond ? a bellwether of market confidence in a country's ability to manage its debt ? was down to 6.73 percent. In Italy, the FTSE MIB stock index had risen 2.7 percent and its 10-year bond's interest rate was had fallen to 5.95 percent.

European finance ministers last week signed a rescue package worth up to ?100 billion ($122 billion) for Spain's ailing banks, but concern flared about Spain's prolonged recession and the debts of its regions, causing the country's borrowing costs to rise.

Merkel and Hollande made no specific reference to the ECB's role in helping solve the crisis, but Merkel's finance minister earlier Friday welcomed the remarks Draghi made. The comments have raised expectations that the ECB could step in to lower high borrowing costs ? possibly by buying government bonds.

The ECB has bought bonds to fight the crisis over the past two years, but has kept the program on hold for months. The bond purchases weren't popular in Germany, which feared the ECB was taking on excessive risk and argued that governments should bear the responsibility of restoring confidence in their economies by reducing public debt and reforming their labor markets.

Finance Minister Wolfgang Schaeuble welcomes Draghi's pledge to "take the necessary measures to secure the euro in the framework of the existing ECB mandate," a ministry statement said. It didn't say anything about what those measures could be.

"The condition for this is that policymakers also take and implement the necessary measures to deal with the financial and confidence crisis," it added. "In the first place stand the reform efforts of the countries themselves."

Merkel and Sarkozy frequently issued joint declarations on the eurozone crisis, but the conservative German chancellor and the Socialist Hollande initially appeared at odds over how to handle it. Hollande has been critical of Germany's focus on painful austerity measures and called for a greater emphasis on growth.

Still, the pair has stressed the need for Germany and France to work together, and last month's summit featured an agreement on a package meant to encourage growth.

Making pasta by hand is sensual. First you knead the dough, hugging it with your fingers to pull it toward you, then digging the heels of your hands into it and pushing it away, in soothing rhythm. Then, after a period of rest, you shape the pasta. Sometimes you to roll it first. In the case of orecchiette, you cut it into pieces and make pencil-thin ropes, cut those into short segments and then shape each segment. It's a meditative task. After a while, your eyes lose themselves contemplating the wisdom of your hands. Each piece of pasta comes out a little different, unique. Making pasta by hand is joyful. I was looking forward to reaching Puglia (Apulia) with the Abbecedario culinario d'Italia (Italian Culinary ABC) to try my hands at making orecchiette, one of the great classic pasta shapes of the Italian cuisine. Orecchiette (literally, small ears) are made with ground durum wheat. Things then get a bit complicated, because durum wheat (grano duro) is ground into (from coarser to finer) semola di grano duro, semola di grano duro rimacinata and farina di grano duro, and people use only semola or a blend with mostly semola, depending on their family tradition. The one common trait is the use of warm water to make the dough.

In the US, ground durum wheat is available as semolina flour and durum flour. I have some semola di grano duro rimacinata that I brought back from Italy, and that is what I used to make the orecchiette you see in the photos.

I have watched a number of videos showing how to shape orecchiette and decided to follow this one (the shaping part starts at 2:35), because it uses only the fingers. Most commonly, the dragging part of the shaping is done with the help of the tip of a knife. This very short segment shows my hands making one orecchietta:

As I have said in the past, if you want to try, start with a small amount of flour, so you don't get overwhelmed. Then, when you are comfortable with the process, you can run with it.

Ingredients:

  • 3.5 oz. / 100 g semolina flour of good quality or semola di grano duro rimacinata (or a blend of your choice: see above for details)
  • 50 g / a scant 1/4 cup warm water
  • a pinch of salt
  • olive oil
  • a shallot, minced
  • leaves of a sprig of thyme
  • a small garlic clove, thinly sliced
  • 2 cups strained roasted tomatoes, thawed if frozen
  • sea salt, to taste
  • freshly grated Parmigiano-Reggiano, to taste

Make a dough with the first three ingredients and knead until nice and smooth. This is a bit of an exercise, since the dough is fairly stiff (you are making pasta, not bread). The dough is of a lovely pale yellow color. Let the dough rest, covered, for at least half an hour.

Roll the dough into a thick salami and cut it into pieces. Keep them covered while you shape the orecchiette. Roll each piece into a pencil-size snake, then cut into 1 cm / scant 1/2 inch pieces. Shape each small piece into an orecchietta using whatever method suits you, and lay out to dry.

In a small saucepan, warm up a bit of olive oil, then add shallot and thyme. Cook gently for a few minutes, then add garlic. Cook for a couple of minutes, then add tomatoes. Bring to a simmer and cook for 7-8 minutes. Adjust salt, to taste.

Note: if tomato season is ongoing in your area, you can make the sauce using crushed tomatoes. And if you have fresh basil, you can add a bit of it to the sauce.

Bring a pot of salted water to a rolling boil, then toss the orecchiette in it (what in Italian we call: buttare gi? la pasta). The orecchiette will come to the surface as they cook. The time needed is a bit variable, depending on the type of flour used, the size of orecchiette, how dry they are, etc., but it is short, so don't wander far away from the pot. Taste and stop the cooking when the orecchiette are ready. Pour a glass of cold water in the pot, stir and drain the orecchiette. Place them in a bowl, sprinkle a bit of the cheese on them and stir briefly, then distribute some tomato sauce and toss. Finally, sprinkle some cheese and serve immediately. The recipe makes one large or two small portions.

Fare la pasta a mano mi diverte e mi rilassa. ? una sorta di meditazione, durante la quale gli occhi si perdono a seguire i movimenti delle mani.

Non vedevo l'ora di arrivare in Puglia con l'Abbecedario culinario d'Italia per provare a fare le orecchiette. Questa pasta si fa con il grano duro, e mi sembra di capire che ci sono diverse tradizioni, su base familiare: solo semola oppure un misto con un po' di macinato pi? fino. Comunque, l'acqua dell'impasto deve essere calda.?

In California non mi ? facile trovare gli ingredienti. Ho della semola di grano duro rimacinata che mi sono portata dall'Italia ed ho usato quella per fare le orecchiette che vedete nelle foto.

Ho guardato diversi video che fanno vedere come vengono fatte le orecchiette e ho deciso di seguire questo qui (la signora comincia a formare le orecchiette dopo 2' e 35"), perch? usa solo le dita. Gli altri video fanno vedere il metodo pi? comune con la punt di un coltello. Questa breve sequenza mostra le mie mani al lavoro:

Come ho scritto in passato, il mio suggerimento a chi vuole cimentarsi ? quello di cominciare con una quantit? modica, gestibile. Poi, quando ci si sente pronti, aumentare le dosi a piacere.

Ingredienti:

  • 100 g semola di grano duro o semola di grano duro rimacinata o quello che prevede la ricetta di famiglia (vedere il testo in alto)
  • 50 g acqua calda
  • un pizzico di sale
  • sugo di pomodoro a piacere
  • Parmigiano-Reggiano grattugiato, o altro formaggio a piacere

Lavorare i primi tre ingredienti fino ad avere un bell'impasto liscio. Questo ? un ottimo esercizio per le braccia. Il risultato ? un impasto dal bel colore giallo pallido. Farlo riposare, coperto, per almeno mezz'ora.

Formare un salsicciotto e tagliarlo a pezzi da lavorare uno alla volta, mentre gli altri rimangono al coperto. Rotolare fino ad ottenere un serpentello grosso come una matita (anche qui ho notato un po' di variabilit?, ma questo ? quello che ho fatto io) e tagliarlo a pezzetti di 1 cm. Fare ad ogni pezzetto di impasto la forma di un'orecchietta usando il metodo che preferite. Lasciar asciugare.

Preparate un sugo di pomodoro come volete. Questa ? la stagione dei pomodori, quindi usarli freschi ? un'opzione. Nel mio caso, avevo della passata di pomodori arrosto e ho usato quella.

Cuocete le orecchiette in abbondante acqua salata, conditele con sugo e formaggio a piacere. Mi piacerebbe poter usare un formaggio pugliese per onorare la regione che ci ospita, ma ancora non ne so fare nessuno e quindi ho usato del Parmigiano-Reggiano. Questa ricetta fa una porzione abbondante o due piccole. Adesso che l'ho ripetuta tre volte con successo mi sento pronta a raddoppiare le dosi.

The Joker's Wild: On the Ecology of Gun Violence in America

The United States is the deadliest wealthy country in the world. Can science help us explain, or even solve, our national crisis?

His tortured and sadistic grin beamed like a full moon on that dark night. ?Madness, as you know, is like gravity,? he cackled. ?All it takes is a little push.? But once the house lights rose, the terror was lifted for most of us. Few imagined that the fictive evil on screen back in 2008 would later inspire a depraved act of mass murder by a young man sitting with us in the audience, a student of neuroscience whose mind was teetering on the edge. What was it that pushed him over?

In the wake of the tragedy that struck Aurora, Colorado last Friday there remain more questions than answers. Just like last time?in January, 2011 when Congresswoman Gabrielle Giffords and 18 others were shot in Tucson, Arizona or before that in April, 2007 when a deranged gunman attacked students and staff at Virginia Tech?this senseless mass shooting has given rise to a national conversation as we struggle to find meaning in the madness.

While everyone agrees the blame should ultimately be placed on the perpetrator of this violence, the fact remains that the United States has one of the highest murder rates in the industrialized world. Of the 34 countries in the Organisation for Economic Co-operation and Development (OECD), the U.S. ranks fifth in homicides just behind Brazil (highest), Mexico, Russia, and Estonia. Our nation also holds the dubious honor of being responsible for half of the worst mass shootings in the last 30 years. How can we explain why the United States has nearly three times more murders per capita than neighboring Canada and ten times more than Japan? What makes the land of the free such a dangerous place to live?

Anatomy of a Murder

There have been hundreds of thoughtful explorations of this problem in the last week, though three in particular have encapsulated the major issues. Could it be, as science writer David Dobbs argues at Wired, that ?an American culture that fetishizes violence,? such as the Batman franchise itself, has contributed to our fall? ?Culture shapes the expression of mental dysfunction,? Dobbs writes, ?just as it does other traits.?

Perhaps the push arrived with the collision of other factors, as veteran journalist Bill Moyers maintains, when the dark side of human nature encountered political allies who nurture our destructive impulses? ?Violence is our alter ego, wired into our Stone Age brains,? he says. ?The NRA is the best friend a killer?s instinct ever had.?

But then again maybe there is an economic explanation, as my Scientific American colleague John Horgan believes, citing a hypothesis by McMaster University evolutionary psychologists Martin Daly and his late wife Margo Wilson. ?Daly and Wilson found a strong correlation between high Gini scores [a measure of inequality] and high homicide rates in Canadian provinces and U.S. counties,? Horgan writes, ?blaming homicides not on poverty per se but on the collision of poverty and affluence, the ancient tug-of-war between haves and have-nots.?

In all three cases, as it was with other culprits such as the lack of religion in public schools or the popularity of violent video games (which are both found in other wealthy countries and can be dismissed), commentators are looking at our society as a whole rather than specific details of the murderer?s background. The hope is that, if we can isolate the factor which pushes some people to murder their fellow citizens, perhaps we can alter our social environment and reduce the likelihood that these terrible acts will be repeated in the future. The only problem is, which one could it be?

To Err is Non-Human

Just as it is with so many other issues in our species?infanticide, sexual coercion, or collective violence?I believe we can most successfully pinpoint the broad patterns in our behavior by thinking like a primate. In most social primates (including humans) males frequently engage in aggressive competition over status with other males in their group, maiming and sometimes even killing in the process. Naturally, there is a good reason for this: sex.

In chimpanzees, for example, Cristina Gomes and Christophe Boesch have documented that the two most common reasons females will choose to have sex with a male is if that male had shared meat with them in the past or if they were high-ranking. In some species, such as hamadryas baboons, the male obsession with status has taken an extreme form. Males of this species are nearly twice the size of females because, over evolutionary time, those males that were slightly larger than others had a competitive advantage and passed on more copies of their genes as a result. Of course, all of this male-male aggression comes at a price.

?The social life of a male baboon can be pretty stressful,? writes Stanford University neuroscientist Robert Sapolsky in his book Why Zebras Don?t Get Ulcers, ?you get beaten up as a victim of displaced aggression; you carefully search for some tuber to eat and clean it off, only to have it stolen by someone of higher rank; and so on.? Over time the build up of stress hormones, known as glucocorticoids, can cause serious physiological damage and the development of stress-related illnesses. But the most common result whenever a male loses a fight, or is harassed by a higher-ranking male, is to displace that aggression elsewhere (typically on someone smaller). ?Stress-induced displacement of aggression,? Sapolsky writes, ?works wonders at minimizing the stressfulness of a stressor. It?s a real primate specialty as well.?

There are distinct personality styles in baboons that influence how they will react to this form of social stress. Some males are what are called ?high-reactors? and see potential threats everywhere whereas others, even if they lose a struggle over status, are able to shake it off and contentedly groom another member in their troop. High-reactors can further be divided into those who externalize this stress by attacking at every opportunity and those who internalize, nervously withdrawing from others or even displaying behaviors that, if they were human, would be indications of neuropathology.

Similar results have been found in rhesus macaques by Stephen Suomi at the National Institutes of Health in Bethesda, Maryland, who determined that approximately 20 percent of these monkeys were high-reactors. What?s more, he found that infant monkeys were likely to share this trait with their fathers even when the father wasn?t around to influence their behavior, suggesting a genetic component to highly reactive personalities. But there was an equally strong case to be made for environmental factors. When the sons of highly reactive males were placed with unusually nurturant mothers this personality trait was completely prevented. This means that borderline personalities in primates are formed by a combination of nature as well as nurture.

Stress-Related Physiology and Behavior

This influence that the social environment can have on primate behavior was dramatically demonstrated by Sapolsky in his 2004 paper co-authored with Lisa Share in the journal PLoS Biology. In a unique natural experiment a group of baboons known as Forest Troop began feeding at the contaminated dump site of a Western safari lodge. As had occurred elsewhere, the largest and most aggressive males dominated the food source. But this time their despotic behavior resulted in untimely death after they all contracted tuberculosis. In the intervening years Forest Troop developed a culture in which cooperation was rewarded more than aggression and adolescent males who migrated into the troop adopted this culture themselves. Remarkably, the level of stress and stress-related behaviors in low-ranking males were dramatically reduced after the outbreak (and remained significantly lower than the nearby Talek Troop that retained its most aggressive males).

?Males had high rates of affiliative behaviors, and low-ranking males were subject to low rates of aggressive attack and subordination by high-ranking males,? wrote the authors. ?Precedent for this unexpected implication comes from the social epidemiology literature concerning ?social capital,? in which health and life expectancy increase in a community as a function of communitywide attributes that transcend the level of the individual or individual social networks.?

In other words, a culture emphasizing less aggression and with closer bonds between individuals throughout the community formed the basis for a more egalitarian society.

The Exceptionalism of American Violence

As it turns out, the ?social capital? Sapolsky found that made the Forest Troop baboons so peaceful is an important missing factor that can explain our high homicide rate in the United States. In 1999 Ichiro Kawachi at the Harvard School of Public Health led a study investigating the factors in American homicide for the journal Social Science and Medicine (pdf here). His diagnosis was dire.

?If the level of crime is an indicator of the health of society,? Kawachi wrote, ?then the US provides an illustrative case study as one of the most unhealthy of modern industrialized nations.? The paper outlined what the most significant causal factors were for this exaggerated level of violence by developing what was called ?an ecological theory of crime.? Whereas many other analyses of homicide take a criminal justice approach to the problem?such as the number of cops on the beat, harshness of prison sentences, or adoption of the death penalty?Kawachi used a public health perspective that emphasized social relations.

In all 50 states and the District of Columbia data were collected using the General Social Survey that measured social capital (defined as interpersonal trust that promotes cooperation between citizens for mutual benefit), along with measures of poverty and relative income inequality, homicide rates, incidence of other crimes?rape, robbery, aggravated assault, burglary, larceny, and motor vehicle theft?unemployment, percentage of high school graduates, and average alcohol consumption. By using a statistical method known as principal component analysis Kawachi was then able to identify which ecologic variables were most associated with particular types of crime.

The results were unambiguous: when income inequality was higher, so was the rate of homicide. Income inequality alone explained 74% of the variance in murder rates and half of the aggravated assaults. However, social capital had an even stronger association and, by itself, accounted for 82% of homicides and 61% of assaults. Other factors such as unemployment, poverty, or number of high school graduates were only weakly associated and alcohol consumption had no connection to violent crime at all. A World Bank sponsored study subsequently confirmed these results on income inequality concluding that, worldwide, homicide and the unequal distribution of resources are inextricably tied. (see Figure 2). However, the World Bank study didn?t measure social capital. According to Kawachi it is this factor that should be considered primary; when the ties that bind a community together are severed inequality is allowed to run free, and with deadly consequences.

But what about guns? Multiple studies have shown a direct correlation between the number of guns and the number of homicides. The United States is the most heavily armed country in the world with 90 guns for every 100 citizens. Doesn?t this over-saturation of American firepower explain our exaggerated homicide rate? Maybe not. In a follow-up study in 2001 Kawachi looked specifically at firearm prevalence and social capital among U.S. states. The results showed that when social capital and community involvement declined, gun ownership increased (see Figure 3).

Kawachi points out that it is impossible to prove whether one factor caused the other, but the most reasonable interpretation is that people who don?t trust their neighbors are more likely to think guns will provide security. In this way the number of guns and the number of homicides both stem from the same root, suggesting that guns don?t cause murders anymore than cars cause fatal accidents. This was also the conclusion of a policy paper conducted by the London-based Centre for Economic Policy Research in 2005 that found no support for the argument that more guns cause more homicides. ?The appearance of such an effect in past research,? wrote the authors, ?appears to be the product of methodological flaws.? Unfortunately, gun control may not save us after all.

The same can also be said for violent movies as a cause of violence, according to Texas A&M University psychologist Christopher Ferguson in his 2009 book Violent Crime: Clinical and Social Implications. ?Does violent media availability and exposure in a culture relate to levels of violence in that culture?? he asks. ?If so, then removing violent media would appear to be an easy way to reduce societal violence. Disappointingly, the answer is clearly no.?

University of California economists Gordon Dahl and Stefano DellaVigna go even further and conclude that violent movies actually decrease the amount of violent crime. Because those who are more violence prone are more likely to seek out violent entertainment as a substitute, ?violent movies deter almost 1,000 assaults on an average weekend.? Furthermore, since Hollywood films make up to three times more money internationally than they do at home, it?s hard to understand how these movies would only influence violence in the United States. Anyway, despite the clear increase in violent entertainment during the last forty years, the level of violent crime in the United States has decreased (though it still remains high compared to other countries). It would appear that Batman is not to blame either.

Rebuilding Gotham

The clear implication is that social capital followed by income inequality are the primary factors that influence the rate of homicidal aggression. Does this mean that John Horgan?s ?modest proposal? of state-sponsored socialism is the answer? Is aggression caused by inequality, and can we reduce its prevalence by imposing a level playing field?

?My tendency would be to reverse the causality,? said Frans de Waal, C. H. Candler Professor of Primate Behavior at Emory University in Atlanta, Georgia, via e-mail. ?In order to have a highly skewed distribution of resources or reproductive privileges you will need a lot of aggression to maintain it. So, it?s not the inequality that causes aggression, but the other way around.? As primates we don?t simply respond to our environment; we actively build it through our interactions with others and the shared culture we create through a process known as niche construction, to use the technical jargon. And, as any baboon can tell you, what we construct isn?t always good for the least among us. Fortunately, as Forest Troop has demonstrated, there is no law of nature forcing things to stay that way.

The high level of inequality, both within the United States as well as between countries globally, was constructed through a process of social interactions. It can be deconstructed the same way. If the interpretation from social capital is correct, it suggests that building relationships through our schools, labor unions, farmers? markets, and gun ranges, at City Hall and the State House, or through active participation in our churches, temples, and mosques, can ultimately make us all more secure. But at the same time it means collectively challenging the policies of those high-ranking members in our society whose obsession with status leaves the rest of us completely stressed out.

Remarkably, this kind of social activism is the single most important factor associated with reduced violence for any neighborhood in the world. According to University of Washington sociologists Blaine Robbins and David Pettinicchio, in the first global study to examine social capital and homicide, only social activism consistently predicts homicide at the national, neighborhood, and individual levels.

This is because politically oriented individuals are also more likely to serve the needs of their community and assist in collective endeavors aimed at reducing crime. All of which follows the classic Tocquevillian premise: a willingness to take part in political affairs generates a willingness to contribute to the common good, including the production and maintenance of a safe and secure society.

Are we up to the challenge? In case anyone doubts it just consider the selfless acts of heroism that were on display at around 12:20am Friday morning. With smoke filling the air and bullets flying, Jon Blunk, Matt McQuinn, and Alex Teves all sacrificed their lives to protect the people who were most important to them. Each reacted instantly by covering their loved ones with their own bodies and taking the bullets that were otherwise intended for the person beneath.

It is this capacity for altruism that distinguishes us from nearly all other primates. How many of these lone and deranged gunmen, quietly secluded from the world like brutalized baboons, could have been redirected along a different path if there had been a community that made them feel secure? Our species is uniquely qualified to engage in activities that promote the public good; all we need is a little push.
