IBM, NY to create new technical education programs

ALBANY, N.Y. (AP) -- IBM and New York are teaming up to create 10 new technical education programs, one each at public schools in different regions of the state.

Gov. Andrew Cuomo and IBM say Tuesday the goal is to train students for skilled jobs in technology, manufacturing, health care and finance to support economic growth and development.

Armonk-based IBM will provide guidance, mentoring, internships and other support at two of the schools and will help recruit companies to do the same at the eight others.

Students will enter the six-year programs starting in ninth grade and can graduate with associate's degrees.

Cuomo's budget proposal includes $4 million more for the Early College High School program to help support the schools and other ECHS programs.

The other participants will be announced in coming months.

Pope to be called 'emeritus pope,' will wear white

(AP) ? Pope Benedict XVI will be known as "emeritus pope" in his retirement and will continue to wear a white cassock, the Vatican announced Tuesday, again fueling concerns about potential conflicts arising from having both a reigning and a retired pope.

The pope's title and what he would wear have been a major source of speculation ever since Benedict stunned the world and announced he would resign on Thursday, the first pontiff to do so in 600 years.

The Vatican spokesman, the Rev. Federico Lombardi, said Benedict himself had made the decision in consultation with others, settling on "Your Holiness Benedict XVI" and either emeritus pope or emeritus Roman pontiff.

Lombardi said he didn't know why Benedict had decided to drop his other main title: bishop of Rome.

In the two weeks since Benedict's resignation announcement, Vatican officials had suggested that Benedict would likely resume wearing the traditional black garb of a cleric and would use the title "emeritus bishop of Rome" so as to not create confusion with the future pope.

Benedict's decision to call himself emeritus pope and to keep wearing white is sure to fan concern voiced privately by some cardinals about the awkward reality of having two popes, both living within the Vatican walls.

Adding to the concern is that Benedict's trusted secretary, Monsignor Georg Gaenswein, will be serving both pontiffs ? living with Benedict at the monastery inside the Vatican and keeping his day job as prefect of the new pope's household.

Asked about the potential conflicts, Lombardi was defensive, saying the decisions had been clearly reasoned and were likely chosen for the sake of simplicity.

"I believe it was well thought out," he said.

Benedict himself has made clear he is retiring to a lifetime of prayer and meditation "hidden from the world." However, he still will be very present in the tiny Vatican city-state, where his new home is right next door to the Vatican Radio and has a lovely view of the dome of St. Peter's Basilica.

While he will no longer wear his trademark red shoes, Benedict has taken a liking to a pair of hand-crafted brown loafers made for him by artisans in Leon, Mexico, and given to him during his 2012 visit. He will wear those in retirement, Lombardi said.

Lombardi also elaborated on the College of Cardinals meetings that will take place after the papacy becomes vacant ? crucial gatherings in which cardinals will discuss the problems facing the church and set a date for the start of the conclave to elect Benedict's successor.

The first meeting isn't now expected until Monday, Lombardi said, since the official convocation to cardinals to come to Rome will only go out on Friday ? the first day of what's known as the "sede vacante," or the vacancy between papacies.

In all, 115 cardinals under the age of 80 are expected in Rome for the conclave to vote on who should become the next pope; two other eligible cardinals have already said they are not coming, one from Britain and another from Indonesia. Cardinals who are 80 and older can join the College meetings but won't participate in the conclave or vote.

Benedict on Monday gave the cardinals the go-ahead to move up the start date of the conclave ? tossing out the traditional 15-day waiting period. But the cardinals won't actually set a date for the conclave until they begin meeting officially Monday.

Lombardi also further described Benedict's final 48 hours as pope: On Tuesday, he was packing, arranging for documents to be sent to the various archives at the Vatican and separating out the personal papers he will take with him into retirement.

On Wednesday, Benedict will hold his final public general audience in St. Peter's Square ? an event that has already seen 50,000 ticket requests. He won't greet visiting prelates or VIPs as he normally does at the end but will greet some visiting leaders ? from Slovakia, San Marino, Andorra and his native Bavaria ? privately afterwards.

On Thursday, the pope meets with his cardinals in the morning and then flies by helicopter at 5 p.m. to Castel Gandolfo, the papal residence south of Rome. He will greet parishioners there from the palazzo's loggia (balcony) ? his final public act as pope.

And at 8 p.m., the exact time at which his retirement becomes official, the Swiss Guards standing outside the doors of the palazzo at Castel Gandolfo will go off duty, their service protecting the head of the Catholic Church now finished.

Benedict's personal security will be assured by Vatican police, Lombardi said.

Q Your thoughts at the end of the first day of the India-Australia series...

Agreed, but look where Australia were at the fall of the fifth wicket.

Just how far did you expect Australia to go after Ravichandran Ashwin had reduced them to five down for 153?

I was hoping India would bowl them out for 230-240, at the most... Australia have gone past 300 and, with Clarke still there, their innings could stretch to 400. That would be a very good score on this wicket. I stress this wicket.

It was supposed to be Harbhajan Singh?s day, but Ashwin upstaged him so comprehensively...

Obviously, Ashwin bowled very well, but he could do even better with a slightly different line... It?s good that he didn?t try too many things, but kept it simple... In the Test series against England, Ashwin would try a lot of things... The doosra, the carrom ball... On a wicket such as this, all you need to do is bowl at one spot and the wicket will do the rest.

Did the pressure of yet another comeback and the 100th-Test milestone get to Harbhajan?

Harbhajan?s struggling... One reason for that being the loop of old is missing... I got the impression that he?d been playing a lot of limited overs cricket.

What about the pressure?

Instead of talking about the pressure, I?d say this is another opportunity for Harbhajan.

Clarke has again led from the front and, clearly, is the world?s No.1 batsman at this point in time.

Captaincy hasn?t affected Clarke?s batting one bit...

He?s in the midst of a purple patch... That?s when nothing goes wrong.

We lost the last Test series at home, to England... Is there a favourite in this one?

I expect India to do well, but things could change if we can?t pull it back here with our batting... The England team, in my opinion, had more maturity than this Australian side.

Lastly... Is there a message for Mahendra Singh Dhoni and his men?

Bowling-wise, we?ve lost the plot... Now, get it right with the batting. If we don?t, then...

Union That Bankrupted Hostess to Receive Generous Government Subsidies

The union whose strike led to the bankruptcy of Hostess last year has just been awarded government benefits from a program few qualify for.

Last year, the Bakery, Confectionery, Tobacco Workers and Grain Millers International Union refused to accept concessions that would have kept Hostess in business. The company had tried to cut costs as it faced high labor expenses, rising ingredient costs, and decreasing sales. The Teamsters union accepted the concessions, but the Bakery union would not, choosing to strike. Unable to continue operating, Hostess filed for bankruptcy.

Now those who helped bring down an American icon will receive generous, taxpayer-funded benefits from the Trade Adjustment Assistance (TAA) program. These generous benefits come in addition to existing unemployment insurance, job placement, and job training programs. TAA benefits include:

  • Up to two years of job training in an approved training program,
  • Up to 52 weeks of Trade Readjustment Allowances for workers in job training,
  • Job search and relocation allowances,
  • A refundable ?health care tax credit? that covers 65 percent of a worker?s health insurance premiums in qualifying health plans, and
  • A two-year wage insurance program that partly replaces workers? earnings if they accept lower-paying jobs.

Small wonder David Durkee, president of the Bakery union, does not think his newly unemployed members? ?income situation is any different than it would have been if they were [still] working for the company.?

But why are Hostess employees getting extra benefits intended for workers who lost their jobs due to trade?

The Department of Labor claims that ?increased imports of baked products contributed importantly to the company?s sales declines and worker separations.? That is quite a stretch. The Atkins diet surely did more damage to the company than trade did. Even if imports contributed to Hostess?s downfall, there is no escaping the fact that the company tried to adjust but the union rejected its efforts. The job losses had little to do with foreign trade.

Nonetheless, the Administration is providing trade-related benefits to employees who put themselves out of work.

Chrome OS being a web-based platform doesn't preclude the existence of power users -- see the Chromebook Pixel. Google wants to encourage them with software, too, which is why it's rolling out a new update to the stable Chrome OS code. The new version automatically positions windows to show more whenever a user hasn't customized the look, and there's now official support for extending a desktop across multiple screens. Other additions are subtler: copy protection is a bigger deal with both an HTML5 decryption module and support for Encrypted Media Extensions, and exacting users can both re-order the app launcher as well as set tap-to-drag as a preference. The refresh is pushing out over the next few days to all devices save for Samsung Chromebooks. It's not the first time a Chrome OS update has glossed over Samsung portables, but everyone else should enjoy the extra screen real estate.

A five-year, $1.76 million grant from the North Carolina GlaxoSmithKline Foundation was announced that will fund the creation of the Science Technology Engineering and Mathematics (STEM) Center of Excellence for Active Learning at North Carolina A&T State University. The STEM Center will inspire current, incoming and prospective N.C. A&T students to pursue STEM studies and careers.

The Community Foundation of Western North Carolina provided a $35,000 grant from its Food and Farming Focus Area to support a major expansion of Appalachian Sustainable Agriculture Project's Appalachian Grown regional food branding and certification program. Appalachian Grown labels and promotes locally-grown farm products in the marketplace to enable consumers to easily identify and act on their desire to support local food and farmers.

A Raleigh business leader and long-time supporter of Wake Tech has contributed $50,000 to support scholarships for students facing financial hardship. John Alexander, president and general manager of Cardinal International Trucking,?gave the donation to Wake Tech's major gifts campaign, "The Ripple Effect," in honor of his wife, Susan.?The announcement was made at the dedication of the Susan C. Alexander Culinary Labs and Dining Hall on Wake Tech's Main Campus. Alexander is a former Wake Tech Foundation board member who played a critical role in the effort to raise more than a million dollars to re-charter the foundation in 1991. He has been an avid supporter of Wake Tech since 1989.

The Raleigh chapter of the?National Christian Foundation?(NCF) gave nearly $13,000 in grants to various YMCA of the Triangle locations in January 2013. Since 2005, NCF Raleigh has made $144,000 in charitable donations to the YMCA. The most recent grant given to the Cary Family YMCA was contributed by Cary advisory board member Frank Shell.

The Perlman Foundation has awarded $10,000 to?Southeast Raleigh Assembly Inc.?(SERA) to support the organization's mission to facilitate capacity building through economic development, sustainability, and individual empowerment. SERA?was selected based on its exceptional work to enhance the community's quality of life in Southeast Raleigh, particularly in promoting health and wellness, youth empowerment and affordable housing.?

The Alliance of NC Black Elected Officials was awarded a $5,000 grant from the Z. Smith Reynolds Foundation for 2013.? The Alliance, composed of organizations representing black elected officials and advocate groups from across the state, works to inspire positive public policy in areas that impact the lives of black North Carolinians.?

The Neuse Riverkeeper Foundation's RiverKids Program, an environmental awareness and education program that builds connections and appreciation for environmental conservation, has been approved for a chance to receive funding from Microfunding Opportunities for Nonprofits?through the?Give For Youth Challenge. The top 20 out of 129 submissions will be featured on?Give For Youth,?where they will be eligible for public funding and matching grants of up to $100,000 from Microsoft. Area BI-LO Supermarkets will launch a scan campaign at its registers that enable shoppers donate to Mission Foundation's fundraising campaign to expand Mountain Area Medical Airlift (MAMA) air ambulance program that serves western North Carolina. Grocery shoppers may add any dollar amount to their grocery bill at any of the area's 12 participating BI-LO stores. Proceeds will be donated to the foundation specifically for the MAMA expansion. BI-LO will match dollar for dollar donations up to $100,000 toward the $2 million fundraising goal.

The Development Exchange Inc. announced that Connie Walker of WUNC has joined the board of directors. Walker has been the president and general manager of North Carolina Public Radio-WUNC since 2009 and brings nearly 30 years of experience to the position.

Margaret Bourdeaux Arbuckle will retire from her position as executive director of Guilford Education Alliance by the end of June. Arbuckle has served as executive director since 2005 and during her tenure the alliance has become a leading education advocacy organization in the county and state.

United Way of the Greater Triangle announced J.R. Shearin as chair of the board of directors. In his new position, Shearin will be responsible for leading the board of director's in assisting the organization's strategic impact on the community while helping thousands in need.

Arts Together announced five recipients of its second annual Arts Together Awards, which recognize individuals, organizations and businesses in the community that strive to make the arts a part of everyone's life. Northern Wake Relay for Life has three remaining team meetings leading up to the 2013 Relay for Life event taking place May 17-18. The next meeting is scheduled for 7 p.m. Feb. 26 in The Mill Room at The Factory, 1839 S. Main St., in Wake Forest. FastPay Has Provided Digital Media Companies With $100M In Credit

That's $100 million used to deal with the common cash flow challenge in the ad business, where it can take 60 days or more to get paid by the advertiser. That can be problem if, for example, you need to pay the publisher in 30 days.
